Call for Proposals: REsearch and ACTion for Women’s Participation in Environmental Peacebuilding and Climate Change Prevention (REACT)

REACT is a three-year programme (2026–2028) led by The Kvinna till Kvinna Foundation with support from the Austrian Development Agency. The programme aims to strengthen climate resilience, human security and peace in conflict-affected areas of Uganda, Rwanda and the Democratic Republic of the Congo (DRC). It does this by promoting gender-responsive policies and supporting the meaningful participation of women in climate action and peacebuilding.

About the call

Kvinna till Kvinna invites eligible organisations in Rwanda, Uganda and the DRC to submit proposals for partnership under the REACT programme. We expect to select up to two (2) partner organisations in each country to implement the programme from January 2027 to December 2028.

Two funding lots are available in each country. Applicants may apply for Funding Lot 1, Funding Lot 2 or a project that combines both lots.

Funding Lot 1: AdvocacyThis funding lot supports women’s rights and climate justice actors to strategically influence and monitor Women, Peace and Security (WPS) and NDC policies, shaping decision-making at local, national, regional and even international levels where relevant.Funding Lot 2: Grassroots initiativesThis funding lot supports efforts to increase resilience of women and communities in Uganda, Rwanda, and the DRC to climate and conflict-related vulnerabilities through gender-transformative grassroots solutions.Timeline
  • 3–28 August 2026: Open call for proposals. During the first stage, applicants should submit a shortened proposal for initial screening and shortlisting.
  • September 2026: Shortlisting of proposals. We aim to notify unsuccessful applicants by the end of September or early October.
  • October 2026: Organisational assessments of shortlisted applicants.
  • November 2026: Selection of applicants invited to submit a full proposal.
  • November–December 2026: Submission and review of full proposals.
  • December 2026–January 2027: Final partner selection, partnership agreements and onboarding.
EligibilityRequired
  • Be a legally registered Civil Society Organisation, including NGOs, Community Based Organisations, associations and networks with accepted legal registration documents.
  • Be independent from political parties and religious institutions
  • Have documented financial management systems and procedures
  • Demonstrate previous experience in promoting gender equality, women’s rights, or women’s empowerment
  • Demonstrated expertise relevant to the selected funding lot
  • Presence in, or experience working in, conflict and climate change affected regions of the country

Kvinna till Kvinna will not be accepting the following for this call: applications from INGOs, consultancy firms or consortiums.

Desired
  • Women-led organisations: the majority of leadership positions in the organisation are held by women, including the executive leadership and board leadership.
  • Deep expertise and lived experience on issues relating to women, peace and security, gender-transformative approaches, climate justice, environmental peacebuilding, related areas.
  • Actively serving persons with disabilities.
  • Actively working with other marginalised groups, especially indigenous communities.
  • Demonstrated experience or keen interest in cross-sector collaboration and coalition building.
