This session explores how climate response can function when the state is not a partner. From managing decentralization and multi-level governance systems to alternative community leadership, the discussion will draw on cases from Myanmar, Bangladesh, Pakistan, Philippines and Ethiopia, to ponder what climate governance without a center can look like. In this session, we will discuss concrete ideas for how practitioners from conflict, humanitarian, and peacebuilding backgrounds can support local climate leadership, and influence development and aid mechanisms to be more responsive and adaptive to community action.
